Introduction
The Emergency Support for Judicial Assistance in the Kingdom of Lesotho Project is designed to facilitate the recruitment of five (5) foreign judges from SADC Member States for the purpose of adjudicating the 8 (and subsequent) criminal cases involving high profile security related individuals in Lesotho. The Project has the following objectives:

Overall Objective: To support the impartial, efficient and expedient disposal of criminal cases and enhance stability in the security services in Lesotho.

Specific Objective: To assist the High Court of Lesotho to reduce the backlog of criminal cases involving high profile security related individuals in Lesotho.

To achieve the above objectives the following outputs are envisaged:

Output 1: Five (5) independent, impartial, and foreign judges that will objectively try the criminal matters involving high profile former security service accused persons are recruited.

Output 2: Politically sensitive criminal cases are determined.

It is following this background that SADC Secretariat wishes to invite suitably qualified, experienced citizens of SADC to apply for the following position, tenable at its Headquarters in Gaborone, Botswana:

Specification
The Project Officer is expected to perform inter alia, the following tasks:

(a)manage and coordinate all the Project activities and administrative matters relating to the implementation of the Project;

(b)establish related operating and project management procedures;

(c)prepare tender and other procurement documentation;

(d)establish robust programme monitoring and evaluation systems;

(e)drafting and preparation of formal reports and ad hoc reports as required by the management of the SADC Secretariat and the European Union;

(f)responsible for the planning of project technical activities and ensuring that all the planned technical activities are executed efficiently through timely utilisation of resources within the framework of the Contribution Agreement between SADC and the European Union (Emergency Support to Judicial Assistance in the Kingdom of Lesotho);

(g)work closely with key stakeholders in the Kingdom of Lesotho;

(h)take appropriate actions to resolve these so that the programme runs as smoothly as possible and priority objectives are achieved;

(i)ensure that Project documents are in order, well filed and accepted by the Management of the SADC Secretariat

(j)with support from the Budget and Finance Directorate ensure that the specific activities are implemented in alignement with the budget component and SADC Corporate Plan, specifically:
(i)to produce Project annual financial statements meeting statutory reporting objectives and standards and approve audited financial statements;
(ii)to review general ledger accounts and subsidiary ledgers to supporting schedules, enforce compliance with monthly accounting timetable and reviews monthly trial balance and produce management accounts;
(iii)to facilitate the audit of the Project with the objective of ensuring efficient and effective audit process and oversee implementation of improvements on accounting and budgeting as stipulated in management reports;
(iv)to coordinate budgetary control and ensure that adequate budgetary processes are adhered to;
(v)facilitating that Projects/ Activities are finished on time and within allocated budget.
Requirements


Education and Qualification

•At least a Degree in Political Science, Development Studies, International Relations, Security Studies, or a suitably related Social Science degree;
•Professional Certification in Project Management is an added advantage; and
•Should have skills and experience to develop and/or manage an online Project Management System.

Work Experience

•Minimum of seven (7) years work experience preferably in developing countries in the area of peace and security;
•A minimum of three (3) consecutive years of professional experience in project management within a public sector (SADC Member States), private entity or social sector;
•Experience in providing management support to projects and programmes during project management cycle (Initiation, Planning, Execution, and Closure);
•Knowledge of the political and security issues in the SADC region;
•Proven experience working with Government, civil society, international organizations and donors; and
•Experience in the usage of computers and office software packages (MS Word, Excel, etc.).
