The Support to Industrialisation and Productive Sectors (SIPS) Programe aims to accelerate progress of the SADC regional industrialisation agenda by providing support to regional value chain development in agro-processing and pharmaceutical value chains with focus on policies and private sector development that have a bearing on the value chains. The overall objective of the project is to contribute to the SADC industrialisation and regional integration agenda. Particularly, the project will improve the performance and growth of selected regional value chains and related services within the agro-processing and pharmaceutical sectors.

Under the supervision of the Director, Industrial Development and Trade the incumbent is responsible for the coordination of the overall implementation of Support to Industrialization and Productive Sectors (SIPS) Programme.


The duration of the contract is 4 years up to March 2023.

Specification

Facilitation and Coordination of the Implementation of the SIPS Programme

•Closer coordination on implementation of activities and collaboration between RESULT 1 (at SADC Secretariat) and RESULTS 2&3 (at GIZ) of the Programme;
•Facilitate the planning, implementation, monitoring and reporting of programme activities;
•Identify challenges to the Programme implementation and provide guidance on addressing the bottlenecks for smooth implementation
•Provide input to procurement processes;
•Ensure that cross cutting issues are taken into account in all Programme activities;
•Facilitate the meetings of the Programme Management Committee Sub-Committee (steering structure), Steering Committee and performing additional functions defined by the Sub-Committee;
•Develop and maintain a network with the collaborators and relevant stakeholders and establish cooperation with other programs and projects, as well as other potential development partners;
•Provide interface between the program and SADC Secretariat, Member States and other regional relevant organizations;
•Coordinate and manage grants for the programme;
•Coordinate the implementation of the communication and visibility strategies of the Joint Partners; and
•Coordinate and prepare progress reports for the SIPS Programme as required by the Secretariat

Multi-disciplinary Coordination of Regional Value Chain Development Activities Across the SADC Secretariat
•Provide input to value chain development strategies for the strengthening of regional value chain structures and capacities;
•Collaborate with Member States to facilitate implementation of activities in the Value Chains;
•Assist in the development of links with participating Member States Governments on policy, regulatory and business environment matters for SIPS;
•Participate in key strategic regional and Member States’ events that promote the implementation, monitoring and reporting on SADC protocols, policies and procedures for enhanced ownership and visibility of SADC and its collaborating partners;
•Facilitate the convening of regional events that provide opportunities to exchange experiences and lessons learned between Member States through peer-to-peer formats as planned
•Develop, coordinate and support innovation, technology development and grants management

People Management
•Hold regular liaison meetings with key personnel responsible for implementation of the programme
•Provide support for implementing personnel in the participating Member States
•Ensure team compliance with all relevant Secretariat values, policies and standards, and statutory requirements
•Work towards building positive and compelling workplace and team culture within the Programme
Requirements

Qualifications

At least a Masters in Project Management, Business Administration, Economics or any other related social development field from a recognised institution. A PhD will be an added advantage

Specialised Knowledge

•Project Management
•Industrial policy formulation and/or implementation, Economic research, and Value Chain development
•Fair knowledge of SADC Industrialisation Strategy and Roadmap 2015-63
•Proficient in the use of computers and computer software relevant to the position

Experience

•At least ten (10) years professional experience in managing/implementing development cooperation programmes with a proven track record of conducting similar regional assignments in the developing countries or similar, preferably relating to industrial policy, value chains development, regional integration and SME development. Preference will be given to applicants with experience in managing programmes funded by International Cooperating Partners (e.g. European Union, World Bank, GIZ, USAID).

•Minimum of 5-10 years in a senior management position, with experience in monitoring and evaluation, managing budgets, and grants management.
•Have thorough knowledge of industrialisation and regional integration with particular emphasis on industrial policy, value chains development, and SME development;
•Proven experience in data analysis, monitoring and evaluation and familiarity with and experience in the use of various research sources, including desk review, interviews, and online research techniques;
